PROBLEM TO BE SOLVED: To provide a system for controlling the ground environment to be satisfactory. SOLUTION: A feed water pump 12 connected to a valve device V is disposed in a position not related to sport competition on the leveled ground G, and various sensors S are provided for measuring temperature, dryness, humidity, and the like in a stadium as indexes which represent the state of environment in the stadium including the ground G, spectators' seats, and the like. The valve device V is controlled according to the detection output of the sensors to discharge water as a spray onto the ground G from a rising pipe p reaching the lower face of a backing pavement U from the end of a distributing water pipe P, through a spray nozzle N jetting water as a mist into a surface layer material R.
