PROBLEM TO BE SOLVED: To provide a surface treated steel sheet having excellent corrosion resistance and blackening resistance. SOLUTION: The surface of a zinc based plated steel sheet or an aluminum based plated steel sheet is provided with a film as a first layer comprising a water base resin, a phosphoric compound and a silane coupling agent, and the upper part thereof is provided with a film as a second layer comprising a reaction product (X) between a film forming organic resin (A) and an active hydrogen-containing compound (B) in which a part or the whole is composed of a hydrazine derivative (c) comprising active hydrogen, and one or more kinds of rust preventive additional components (Y) selected from ä(a) phosphates, (b) Ca ion exchanged silica, (c) molybdates, (d) silicon oxide, and (e) one or more kinds of organic compopunds selected from triazoles, tiols, tiadiazoles, tiazoles and thiurams}, and in which the total content of the rust preventive additional components (Y) is 1 to 100 pts.mass (solid content) to 100 pts.mass (solid content) of the reaction product (X).
