PROBLEM TO BE SOLVED: To contribute to increase the efficiency of an adapting work by informing a user of the invalidity of the setting/change of a control constant when the setting of the control constant which is not reflected in the control is tried. SOLUTION: When the control constant is changed by a constant changing section 32, the validity/invalidity of the control constant is judged by a control constant validity judging section 35. When the control constant is invalid, a warning is emitted from a warning emitting section 36. The control constant validity judging section 35 searches a control logic to which the control constant acquired by the constant changing section 32 is related by referring to an ECU model. For example, when a zero input is set on a multiplier included in the related control logic, when the control constant is placed under a non-selected state in a switch included in the related control logic, or when zero is set for the divisor of a divider included in the related control logic, the change of the control constant is judged to be invalid.
