PROBLEM TO BE SOLVED: To provide toner having excellent charging stability and charge holding property (inducing no attenuation in charges when it is left to stand) and having sufficient charging stability and high image characteristics by using a small amount of a charge controlling agent, and moreover, having excellent environmental safeness, and to provide a method for manufacturing the toner. SOLUTION: The dry toner for electrostatic charge image development is obtained by pulverizing a quaternary ammonium salt compound (A) in a wet state to obtain a slurry (B) of the quaternary ammonium salt compound finely pulverized into 0.2 to 2.0μm volume average particle size, then heating and kneading the slurry (B) with a resin (C) which is solid at normal temperature, removing a solvent to obtain a resin-coated quaternary ammonium salt compound (D), and heating and kneading the obtained compound (D) with a colorant and a binder resin.
