PROBLEM TO BE SOLVED: To carry out rotating speed control of good response in idling operation even when an excess air ratio falls and the degree of constant volume falls in a diesel engine. SOLUTION: The degree of constant volume CVOL during idling operation is predicted from at least one of the excess air ratio, ignition timing of fuel and a compression end temperature in a cylinder (S1). Motoring load FMO during idling operation is predicted from at least one of intake pressure, the excess air ratio, water temperature and auxiliary machine load (S2).
