PROBLEM TO BE SOLVED: To obtain an image forming apparatus and a method for setting transfer voltage realizing the facilitation of control processing for applied voltage to a transfer roller. SOLUTION: A constant current having a preset optimum transfer current value is supplied to an inspection roller 60 in a state where continuous paper P is held between the inspection roller 60 and a counter roller for inspection 62 before transfer by the transfer roller 30 and the surface of the inspection roller 60 comes into contact only with the continuous paper P. Voltage between the inspection roller 60 and the counter roller for inspection 62 is detected in such a state. By setting the counter roller for inspection 62 to have the same surface potential as a photoreceptor drum 28, a control part 68 sets the voltage value between the inspection roller 60 and the counter roller for inspection 62 as a voltage value applied to the transfer roller 30.
