PROBLEM TO BE SOLVED: To provide a quantum encryption communication system in which a random number series shared after long distance transmission is safe against wiretapping, even when using an optical pulse generator having a probability of the number of photons existent per pulse is greater than 1. SOLUTION: The system includes a transmitter having an optical pulse generator, a genuine random number generator generating a genuine random number, an encoder modulating an optical pulse state based on one of the two bases or more, being not mutually orthogonal, selected by a first random number and a second random number different from the first random number, and a memory unit storing a portion of the first random number; a quantum communication path transmitting the optical pulse; a receiver having a decoder discriminating the optical pulse state based on one of the two bases or more, being not mutually orthogonal, selected by a third random number, and a memory unit storing a portion of the first random number; and an arithmetic unit generating a random number key. The first random number generated in a genuine random number generator is shared by a sender and a receiver due to the second random number identical to the third random number.
