PROBLEM TO BE SOLVED: To provide an apparatus for detecting a motion vector capable of more accurately detecting motion vectors. SOLUTION: A luminance extracting part 4 in an image recognition part 3 extracts the luminance components of a current image input from a current input image buffer 1, and an edge extracting part 5 extracts edge parts from the luminance components extracted. An edge pattern recognizing part 6 recognizes the pattern of appearance of the edge parts. As a result, if the input image is a low-contrast image, detection of motion vectors is suspended; if the input image contains repeating patterns, the range of detection of motion vectors is set to be narrower than the normal range of detection of motion vectors.
