PROBLEM TO BE SOLVED: To provide a technique, with which a polarization control element having superior characteristics, can be obtained. SOLUTION: The manufacturing method of a polarization control element, which is arranged and used in a first medium 10 and has a stripe structure, provided with a period smaller than the wavelength of light as a control object, comprises a first process of setting an element condition so as to satisfy the following relation; Re[e1]>0, fRe[e1]+(1-f)Re[e2]<0 and Im[e2]>0, where e1 is a complex dielectric constant of the first medium, e2 is a complex dielectric constant of a second medium 20 constituting the stripe structure, f is the spatial occupancy ratio of the second medium (0<f<1), Re is the real part of a complex number and lm is the imaginary part thereof; a second process of selecting the second medium so as to satisfy the element condition set in the first process and forming the stripe structure.
