PROBLEM TO BE SOLVED: To provide a PoC system that enables a speaker right to be reserved and gives the speaker right preferentially in the order of reservations after the releasing of the speaker right for easy utterance. SOLUTION: A PoC server 2 provides a management table with a reservation status of the speaker right, and registers and cancels reservations according to the notice of PoC key depression from mobile terminals 11-1 to 1-n. The mobile terminals 1-1 to 1-n each display the state of reservations of the speaker right to the PoC server 2 and give the notice of information indicating that the reservation is added by a vibrator when holding the speaker right. The PoC server 2 allocates the speaker rights to the mobile terminals 1-1 to 1-n in the order of registrations of reservations and releases the speaker right when there is no user's response at the time of the allocation.
