PROBLEM TO BE SOLVED: To provide an IP-PBX device which is flexibly adaptive to the expansion, addition, etc., of service. SOLUTION: The IP-PBX device houses an extension SIP terminal and makes connection with a public VoIP side according to SIP protocol. Then the IP-PBX device is equipped with a multi-line server function which provides PBX service etc., and an SIP-PROXY section which routes a message from the extension SIP terminal, authenticates the extension SIP terminal, and implements a proxy server function such as a registering function and the IP-PBX device is characterized in that the SIP-PROXY section inputs and outputs signals through the multi-line server function section. Preferably, the IP-PBX device has: an extension UA function section which serves as a terminating function for the extension SIP terminal and with which the extension SIP terminal interfaces; and a public UA function section which serves as a terminating function for the public VoIP side and with which the public VoIP interfaces.
