PROBLEM TO BE SOLVED: To obtain a polyester-based non-crimp short cut fiber having excellent dispersibility in water and suitable for providing a wet nonwoven fabric with an improved feeling. SOLUTION: The polyester-based non-crimp short cut fiber comprises a polyester, is provided with a primary finishing oil during spinning and a secondary finishing oil after spinning and has 0.3-1.0 dtex and 2-10 mm fiber length, contains no alkyl phosphate metal salt in the primary finishing oil, has 0.05-0.10% by mass of pickup of the primary finishing oil and 0.2-0.5% by mass of the total pickup of the first primary oil and the secondary finishing oil.
