PROBLEM TO BE SOLVED: To provide a video recording and reproducing device which can be made to operate according to setting by a user to various kinds of copy control information included in broadcast contents at the time of recording, reproducing, editing, or dubbing. SOLUTION: The user makes the pre-setting of an operation of an each part at the time of recording, reproducing, editing, or dubbing to a setting means 8, and adds a chapter mark to a variation point of the copy control information of the broadcast contents by a chapter mark adding means 2, and records it on a recording medium 4 by a recording means 5, and thereby it becomes possible to record/reproduce/delete/edit/move/treat likewise the contents according to the setting by the user using the chapter mark and the copy control information.
