PROBLEM TO BE SOLVED: To provide an access control system that can efficiently restrict access to specific websites when members of an organization access the Internet through a server provided by the organization as a gate. SOLUTION: An access control program used in the gate server in the access control system where the gate server is disposed between a plurality of terminals and the Web to control access from the terminals to the Web provides access control by receiving an access request accessing the Web via the gate server from outside the premises where the gate server is installed, from the terminal used by a member of an organization, and detecting whether or not to permit the access request according to the organization's policy.
