PROBLEM TO BE SOLVED: To provide an image inputting device and method for detecting any stripe-shaped defect, and for checking the full width of a Web. SOLUTION: This image inputting device is provided with a line sensor camera set so that the direction of a linear image pickup region ranges from 30 degrees to 60 degrees in the traveling direction of a Web, an illuminating means which is equipped with a slit for matching the width of the image pickup region with the width of an irradiation region and by which the image pickup region is illuminated so that a main optical beam is inputted to the line sensor camera, an A/D converting means for converting an analog image pickup signal to be outputted by the line sensor camera into a digital image pickup signal, and an image storing means for storing the digital image pickup signal as a pickup image, and a method to be applied to the device is provided.
