PROBLEM TO BE SOLVED: To provide a means for relatively reducing the usage of the atom of a noble metal per the unit activity of a shift catalyst. SOLUTION: This shift catalyst has a catalyst layer obtained by forming catalytic powder containing the atom of the noble metal on the inside surface of a honeycomb carrier. A CO<SB>2</SB>permeation controlling layer capable of controlling the permeation of CO<SB>2</SB>is formed on the catalyst layer as an upper layer so that at least a part of the surface of the catalyst layer is exposed.
