PROBLEM TO BE SOLVED: To provide an apparatus for withdrawing powder quantitatively, by which powder such as a gas hydrate having strong adhesive or bonding property can be withdrawn quantitatively. SOLUTION: This apparatus for withdrawing powder quantitatively is constituted so that a dispersion plate 3 having many air-permeable holes 2 is arranged in a vessel 1, a fluidized bed part 4 is formed in the upper part of the dispersion plate 3 and a fluidizing gas introduction part 5 is formed in the lower part of the dispersion plate, a powder discharging port 10 is arranged on the dispersion plate 3 and a screw conveyer 11 is arranged below the dispersion plate 3 in the position opposed to the powder discharging port 10. Differential pressure sensors 22a, 22b are arranged for measuring a pressure difference between the fluidized bed part 4 and the fluidizing gas introduction part 5 below the fluidized bed part 4.
