PROBLEM TO BE SOLVED: To prevent social loss by taking a disaster preventing means in the tobacco itself for preventing a fire from starting because of carelessness during tobacco smoking in and outside the room or dumping, etc., of cigarette butts and to provide a means for improving the manner of a smoker and health countermeasures by taking countermeasures, etc., for sidestream smoke. SOLUTION: A disaster preventing tool 1 is obtained as follows. The outside diameter part of the flexible filter tip of a cylindrical disaster preventing cover 3A having an air-permeable structure and externally mountable on an existing cigarette is smoothly expanded and a plurality of slits 12 in the longitudinal direction are provided. The resultant cover is formed into a smokable shape by mounting and demounting according to operation of a tightening ring 13 or the tobacco is externally packaged with air-permeable incombustible paper or an incombustible net in place of the cigarette paper. Thereby, incombustible tobaccos 37 and 43 are formed to exclude the external contact of the tobacco with fire, prevent a fire and take means for preventing the dropping of ash during smoking.
