<p><P>PROBLEM TO BE SOLVED: To prevent a load increase in IP address management, management of a user ID, etc., and call connection processing in an SIP server. <P>SOLUTION: An upper limit of the number of IP telephone terminals 1A-1M simultaneously logged in provided for each user is stored in a configuration information management server 3. Also, a registrar server 21 stores registration information obtained by pairing a terminal ID and an ID of a user U1 of the IP telephone terminal 1, registering each user capable of logging in. The IP telephone terminal 1, to which the user ID is input for logging in, downloads the upper limit of the number of IP telephone terminals 1 the user U1 can register, and confirms a present registration state before performing registration operation.
