A projection portion (24) is provided on the root of a seal lip (22), constraining curling of the seal lip (22). Further, a first side surface (24a) or a second side surface (24b) of the projection portion (24) causes sucking action to return a fluid to the sealed fluid side (O), the fluid leaking from the tip of a lip of the seal lip (22) when a shaft and the seal lip (22) relatively rotate. The structure maintains stable sealing characteristics and reduces mechanical loss by the seal lip.
