Topical composition (I) (having two distinct phases), comprises a lower aqueous phase (Ia), an upper emulsion (oil in water) phase (Ib) and anionic surface-active agent (Ic) (sodium ester salts of dimethicone copolyol and sulfosuccinic acid), where (Ia) and (Ib) in water have the same composition.
