The device has a nut (55) with dome shaped outer geometry presenting smooth and hard surface (57). A blocking unit has a sealing device, and blocks rotation of a cam (8) with respect to a pivot pin by implementing a movable unit that occupies two work positions when a bicycle is in return and normal positions. The cam is freely rotated and not around the pin, when the bicycle is in the return and normal positions, respectively.
