The proposed invention relates to construction, more particular to construction of underpasses and tunnels.The technical aim of the invention is to improve operation properties of the structure by providing a transport-transfer unit at a predetermined location along the tunnels length.The underpass comprises at least one two-level tunnel, each of them is separated into a motor roadway and a railway (subway), a service tunnel, technological passages, a life support system, an underground contour with a transport facilities as a subway station and/or ground-surface transport station with platforms, metal blocks of high-accuracy lining made from N>2 circular elements are mounted in each of the tunnel in places of station exits, each block is provided with technological openings with technological equipment therein for fixing rock, and in segments of the circular elements technological openings are made for grouting concrete into their cavity.A method for executing the structure comprises the use of a tunnel shield for driving tunnels with simultaneous work in transport and service tunnels and mounting metal blocks of high-accuracy lining with subsequent grouting the segments with concrete and fixing the soil by injection using special composition therebetween or freezing, erecting sections and concreting
