PROBLEM TO BE SOLVED: To provide a base isolating apparatus manufactured at a low cost and resistant to buckling while lengthening the natural period of a building to horizontal vibration in a lightweight building such as a detached house. SOLUTION: This horizontal base isolating apparatus has laminated rubber arranged between a base-isolated object and a support structure, and a mass adding mechanism for converting vibration received by the base isolated object, into inertial mass and adding the inertial mass to the motion of the base isolated object. The mass adding mechanism has a horizontal moving part horizontally movable interlocked with the vibration received by the base isolated object, and a bar-like member extended in a horizontal direction. The horizontal moving part is engaged with the bar-like member, and the bar-like member is rotated following the horizontal movement of the horizontal moving part to generate the inertial mass. The rigidity of the laminated rubber is not less than a buckling limit rigidity value required not to cause buckling of the laminated rubber when the base isolated object receives horizontal vibration.
