PROBLEM TO BE SOLVED: To provide an air conditioning method and an air conditioning system of energy saving-type for work environment, having high energy efficiency by effectively utilizing the outdoor air in circulation-type air conditioning, and implementing the cooling and heating of the outdoor air and the circulated air, and the cooling and heating by cooling water by efficiently exchanging the heat with each other. SOLUTION: A circulation system for taking the outdoor air lower than set temperature and set humidity of the indoor air, heating the mixed air of the air after cooling and the indoor air, and returning the air to the work environment again, is formed under indoor work environment accompanying the rise of humidity, thus the temperature and humidity of indoor air are controlled, a refrigerant used in cooling the outdoor air is condensed by water cooling-type heat exchange, and a temperature of the mixed air is controlled by drainage for cooling applied for the water cooling-type heat exchange.
