PROBLEM TO BE SOLVED: To provide a paper sheet control system capable of cutting paper sheets into a size easy to be used without wasting when a margin part is generated in the case wherein printing is normally concluded or stopped on the way or failed. SOLUTION: In the case wherein printing is stopped or failed, a printing paper sheet ink adhesion quantity detecting unit for detecting quantity of the ink adhered to both surfaces of the printing paper sheet and a printing paper sheet sort detecting unit for determining sort of paper determine whether the printing paper sheet can be recycled or not. In the case wherein a printing paper sheet recycle determining unit determines that recycle is possible, paper sheet size to be used for printing, image size to be printed and image data are detected to detect margin size, and determination whether the paper sheet can be cut into a fixed size or not is done.
