PROBLEM TO BE SOLVED: To provide a steel plate having high strength and small in the variation of strength in a plate thickness direction and to provide its production method for obtaining the steel plate having the high strength and small in the variation of the strength in the plate thickness direction even when being slowly cooled after a hot-rolling process. SOLUTION: This high strength steel plate comprises, by mass%, 0.01-0.10% C,≤1.5% (0% is not included) Si, 0.8-3% Mn, 0.05-0.25% Ti, 0.1-0.6% Mo and 0.0005-0.003% B, and has a metallographic structure which is a ferrite and in which fine carbides containing Ti of <10nm long diameter are dispersedly precipitated.
