PROBLEM TO BE SOLVED: To execute access control by enabling accurate individual identification even when a terminal or a storage medium is lost or stolen at the time of access to data stored in a terminal or a storage medium. SOLUTION: This data access control system is constituted of a portable terminal specifying part 110 for receiving authentication information from a user terminal 150 at the time access to storage data 151 of the storage medium 152 by the user terminal 150, and for specifying a corresponding portable terminal 160 by collating the received authentication information with a user database 125 and an access discriminating part 111 acquiring each current location information of the user terminal 150 and the specified portable terminal 160, and for, when the acquired current locations of the respective terminals are matched, transmitting information for decoding of the storage data 151 or start information of a program for access to the storage data 151 in the user terminal 150 to the user terminal 150 as access information.
