PROBLEM TO BE SOLVED: To provide an automatic controller capable of flexibly determining control contents even while reducing the burden of an input operation. SOLUTION: In a first transaction information table 202 and a second transaction information table 203 in an IC card 200, finger vein information and transaction information are related and stored. A user inserts a finger into a finger vein reader 40 a plurality of times. An ATM (automatic transaction machine) 100 combines the first read finger vein information and the transaction information related in the first transaction information table with the second read finger vein information and the transaction information related in the second transaction information table 202 to determine transaction contents.
