PROBLEM TO BE SOLVED: To obtain a conductive rubber roller capable of uniformizing electric resistance, superior in charging property to adhering matter such as toner, capable of maintaining the charging property, capable of relieving stress imparted to the adhering matter such as toner, and particularly suitable for use as a developing roller. SOLUTION: In the conductive rubber roller 10 having a conductive rubber layer 1 as an outermost layer, the surface layer part of the rubber layer is formed of an oxide film, a dielectric loss tangent at applying of an AC voltage of 5 V at a frequency of 100 Hz is set to 0.1-1.5, and the coefficient of friction is 0.1-1.5.
