PROBLEM TO BE SOLVED: To obtain a frequency error estimating device which estimates a frequency error of a received signal for a communication system which employs PADM transmission diversity and performs demodulation processing by PSP. SOLUTION: The frequency error estimating device of the present invention is equipped with: a 4M multiplication section (21) which performs 4M multiplication processing with a symbol rate signal after bit timing extraction; an amplitude normalization section (22) which sets a specific threshold so that signals gathering nearby a 0 point on an IQ plane are not normalized, and normalizes signals after multiplication processing which have amplitudes larger than the specific threshold; a delay detection section (23) which performs delay detection at specified symbol intervals for the normalized signals, an averaging section (24) which averages the signals after the delay detection, a phase calculation section (25) which calculates phase data by using the signals having been averaged, and a phase/4MN section (26) which calculates a frequency error according to the phase data.
