PROBLEM TO BE SOLVED: To provide a friction detecting device and method for discovering an abnormality by detecting frictional force of a motion converting mechanism, and a buffer. SOLUTION: This device of the motion converting mechanism H for converting a rectilinear motion into a rotary motion is provided with a torque detecting means T for detecting torque acting on a rotation side 2. Based on a torque change acting on the rotation side 2 when rotary angle speed on the rotation side 2 is in a prescribed range including zero, frictional force of the motion converting mechanism H is detected.
