PROBLEM TO BE SOLVED: To solve the problems that it is difficult to generate functional water from a solution in which a substance is dissolved by a water electrolyzer and it is impossible to start large-scale functional water utilization facilities by a small-size water electrolyzer. SOLUTION: The apparatus comprises a sterilization treatment means of a liquid by a sterilization treatment unit having a filtration treatment device and an oxygen and hydrogen supply device are placed, a reduction treatment means by a reduction treatment unit having a hydrogen supply device for carrying out reduction treatment of the liquid, a circulation and delivery means by a circulation and delivery unit for delivering the liquid to the functional water utilization facilities, and a hydrogen recovery means including a hydrogen recovery unit and a hydrogen refining unit for recovering to refine hydrogen diffused in the atmosphere from the functional water utilization facilities.
