PROBLEM TO BE SOLVED: To decrease the reduction of quality when moving from a continuing image to a different image in a video signal output apparatus for outputting a video image based on a received video signal. SOLUTION: The video signal output apparatus comprises: a video signal reception means (47) for receiving a video signal; storage means (208, 209) for storing, on a storage medium, a luminance signal (Y signal) and a chrominance signal (C signal) separated from the received video signal; a motion detection means (207) for detecting a motion relating to the received video signal as a motion detection value; a comparison means (211) for comparing the detected motion detection value with a preset output switching reference value; and a video output means (210) for outputting the luminance signal (Y signal) and the chrominance signal (C signal) stored on the storage medium if the motion detection value is greater than the output switching reference value.
