PROBLEM TO BE SOLVED: To provide a heat developable photographic sensitive material improved in raw film preservability and image preservability without spoiling developability in heat development, and to provide an image forming method using the same. SOLUTION: The heat developable photographic sensitive material has an image forming layer containing a photosensitive silver halide, a non-photosensitive organic silver salt and a reducing agent, wherein at least two non-hydrophilic synthetic polymers are contained as a binder in the image forming layer and the total mass of the polymers except the main polymer is within a range of 1-50% based on the mass of the main polymer.
