A part of a pay service use charge such as communication charge of a portable telephone is so diverted to invest into stocks that investment can be carried out unconsciously without preparing additional investment fund. Furthermore, by reflecting the operation result of the investment on the pay service use charge, interest on investment is stimulated and therefore personal investors are increased and investment activity is activated. A settlement system (1) connected to a charging system (3) of a communication carrier (2) and a transaction system (6) of a securities company (4) executes a step (S1) of acquiring communication time data on a user (8) from the charging system (3), a step (S3) of calculating the amount of money used for an investment object from the communication time data, steps (S4, S6) of reporting the amount of money used for the investment to the transaction system (6), a step (S10) of acquiring the operation result information (6) on the investment object for a predetermined period from the transaction system (6), and steps (S11, S12) of calculating the amount of money which the user (8) is charged from the communication time and the operation result and outputting the charged amount of money to an financial institute (9).
