<p><P>PROBLEM TO BE SOLVED: To enable to decrease a size of a packaging material manufacturing unit, to simplify the structure and to improve the quality of a packaging container. <P>SOLUTION: A filling-up machine comprises: a punching unit for forming a punch hole at a specified position of a carried packaging material; and a tape sticking unit arranged on the downstream side of the punching unit in the carrying direction of the packaging material and sticking a tape for sealing the punch hole. In a filling-up machine, as the punch hole is formed in the packaging material and the punch hole is sealed with the tape, it becomes unnecessary to form a punch hole for a window when the packaging material is manufactured.
