PROBLEM TO BE SOLVED: To provide a sensing system and a method capable of supporting initiation action for efficiently predicting occurrence of events requiring emergency response according to the probability of anomaly occurrence without intentionally activating wearable sensors by an installer and without normally driving it, suppressing power consumption, avoiding autonomous risk and emergency evacuation. SOLUTION: The acceleration of wrist motion is detected with a motion sensor 116. When the variation number of the acceleration of the wrist motion becomes a specific valueαor less, it is determined to have lapsed into consciousness losing status, and the fact is informed to a portable wide communication means 118. This is made a trigger, the portable wide communication means 118 initiates detection of pulse with the pulse sensor 117. When the pulse number detected with the pulse sensor 117 becomesβor less, an event requiring lifesaving measure occurred is determined and the pulse number at the moment is sent to the portable wide communication means 118.
