PROBLEM TO BE SOLVED: To provide a clean steam producing method and producing system for producing a large quantity of clean saturated steam in an instant with a high temperature heat catalyst. SOLUTION: Supplied water is heated and raised in temperature to become hot water by a solar water heater or the like, and gas obtained by mixing oxygen gas and hydrogen gas produced by electrolyzing high pH value water, at the ratio as it is, is burnt in a jet burner to heat a catalyst at high temperature to form the heat catalyst.
