<P>PROBLEM TO BE SOLVED: To provide a road information delivery device capable of delivering information in an efficient way by providing predetermined information, together with road monitoring images, as information symbols that change the way they are displayed according to the details of the information, the predetermined information including road weather conditions and the details of restrictions due to construction work. <P>SOLUTION: The device for delivering road information including road monitoring images to road users by use of a network includes a road surface image collection device 2 for collecting the road monitoring images, and an information symbol creation mechanism 9 for creating the predetermined information as information symbols that change the way they are displayed according to the details of the information, the predetermined information including road weather conditions and the details of restrictions due to construction work.
