PROBLEM TO BE SOLVED: To provide a level down converter applicable to a liquid crystal display having a drive circuit formed of low temperature polysilicon, for example, in order to reduce power consumption as compared with prior art while ensuring a sufficient working speed, and also to provide a display with the converter. SOLUTION: Output data out is outputted through an inverter 39 comprising a P channel transistor Q12 and an N channel transistor Q13 operating with a positive side voltage vdd1 and a negative side voltage vss corresponding to a positive side signal level vdd1 and a negative side signal level vss being outputted, and the P channel transistor Q12 and the N channel transistor Q13 are driven with a first drive signal S5 falling significantly below the negative side signal level vss from the positive side signal level vdd1, and a second drive signal S6 rising significantly over the positive side signal level vdd1 from the negative side signal level vss.
