PROBLEM TO BE SOLVED: To provide a technology capable of simply detecting deterioration caused in an electric double layer capacitor in a short time. SOLUTION: A discharge resistor Rd is connected to the electric double layer capacitor 11 fully charged up and a voltage is measured across the capacitor connected to the discharge resistor Rd after a lapse of a prescribed time.
