PROBLEM TO BE SOLVED: To determine how much an electrostatic latent image carrier deteriorates by easily and accurately measuring both an electrostatic charging potential of the electrostatic latent image carrier and a potential after exposure at low cost. SOLUTION: An image forming apparatus includes the electrostatic latent image carrier, an electrostatic charging device which is applied with a charging bias voltage to charge the electrostatic latent image carrier, an exposing device which forms an electrostatic latent image, and a discharging device which is applied with a discharging bias voltage having the opposite polarity from the charging bias to discharge the electrostatic latent image carrier, and a determination means of determining whether the electrostatic latent image carrier deteriorates from the discharging current flowing from the discharging device to the electrostatic latent image carrier.
