PROBLEM TO BE SOLVED: To provide a programmable controller that can implement the functions of a standard horizontal controller as they are, in a vertical configuration. SOLUTION: The programmable controller comprises: two or more units 8 of one or more kinds from an input unit 3, an arithmetic unit 2, an output unit 3 and a power unit 1; and a base 6 on which the units 8 are mounted. The units 8 each have a case having substantially the same size and a connector 9, and the base 6 has connectors 9 and 10. Both connectors 9 are connected when the units are mounted on the base 6. The connectors of the base 6 are for horizontal arrangement or vertical arrangement and are in positions for horizontal arrangement corresponding to the connectors of the units arranged horizontally and positions for vertical arrangement corresponding to the connectors of the units arranged vertically, to enable horizontal arrangement mounting and vertical arrangement mounting of the units 8.
