PROBLEM TO BE SOLVED: To provide a hair-improving agent having high metabolic ability, consequently high cell-activating ability and eutrophication and having absorbing and permeating effect of the skin. SOLUTION: 1. The hair-improving agent comprises casein or a casein-containing substance, iodine, an alcohol, water and cow milk as essential ingredients. 2.
