PROBLEM TO BE SOLVED: To provide a plaster for external use causing no hazards of emitting the vapor of a volatile or thermally decomposable medicament, the medicament's decomposition and also fire associated therewith during the production process, and enabling the medicament to be released stably over a long period of time, and to provide a method for producing the plaster. SOLUTION: The plaster for external use comprises a medicament-impermeable substrate, a plaster layer composed of a 1st plaster layer and a 2nd plaster layer, wherein an adhesive is contained in a plaster base, and a release liner. In this plaster, the 1st and/or the 2nd plaster layer(s) contains the volatile or thermally decomposable medicament, the thickness of the 1st and the 2nd plaster layers totals 300μm or greater, and the thickness ratio for the 1st and the 2nd plaster layers is 0.03-0.67.
