PROBLEM TO BE SOLVED: To provide a preform capable of being molded without getting out of shape when reinforcing fibers not impregnated with a resin are laminated to mold the preform and capable of accurately setting the amount ratio of reinforcing fibers and the resin even when an FRP molded product is manufactured from the preform impregnated with the resin, a preform manufacturing apparatus and a preform manufacturing method. SOLUTION: An arranging device 2 for winding and arranging thermoplastic fibers is arranged to wind the thermoplastic fibers YA around a reinforcing fiber composition layer, wherein a plurality of reinforcing fiber layers are laminated by a braiding manufacturing method, and, after reinforcing fibers (yarns Y) and the thermoplastic fibers YA are alternately laminated, the thermoplastic fibers YA are heated and melted to fix a plurality of the composition layers of the reinforcing fibers (yarns Y).
