<P>PROBLEM TO BE SOLVED: To appropriately indicate the propriety of wipe-off of an optical disk to a user, especially, to indicate the propriety of the wipe-off of the hard-coated disk by appropriate timing. <P>SOLUTION: In a recording and reproducing device 110 for reproducing the disk (optical disk) 100, a hard-coat presence determining part 116 determines whether a hard coat treatment is performed on the surface of the disk or not, based on information which is recorded in the prescribed information area of the disk read by the optical pickup 111. When the hard coat treatment is performed, a threshold setting part 117 sets a threshold for the hard-coated disk. A taint damage inspecting part 119 performs the inspection of a taint damage on the surface of the disk and calculates the largeness of the taint damage. A comparing part 120 compares the threshold with the largeness of the taint damage on the disk surface.
