<p><P>PROBLEM TO BE SOLVED: To provide an onboard unit for an electronic toll collection system that can ensure the collection of a toll even from a vehicle whose vehicle state is changeable for travel according to the vehicle state, in an area of a tollgate allowing wireless communication between the ETC onboard unit and a roadside apparatus. <P>SOLUTION: The ETC onboard unit 10 comprises a transmission/reception antenna 11, a transmission/reception part/modulation/demodulation part 12, a control processing part 13, an ETC processing part 14, a human-machine interface part 15, a traction switching part 16, a security module switching part 17, a first security module part 18, a second security module part 19 and an IC card interface part 20.
