PROBLEM TO BE SOLVED: To provide a damper for a rolling stock, in which a single three-way switching valve is operated to switch between a movable state and a fixed state. SOLUTION: In a cylinder 21a of this damper 21, a rod side chamber 21c and a bottom side chamber 21d are formed on both sides of a piston 21b. The rod side chamber 21c and the bottom side chamber 21d are communicated with each other by a communication oil path 24a. Return oil paths 24d and 24e are provided to respectively connect the rod side chamber 21c and the bottom side chamber 21d to a tank 24c. The movable state in which the communication oil path 24a is communicated with the tank 24c and the fixed state in which the communication oil path 24a is closed are switched between each other by the single three-way switching valve 24o.
